 Congreso-Encuentro de Afectados por Represas

Más de un millón de personas han sido obligadas a dejar sus  tierras para dar paso a la construcción de represas  hidroeléctricas, generando un drama de desplazados en Brasil. 
Esta realidad es consecuencia del modelo energético brasileño,  dedicado a la construcción de grandes y medianas represas, con  graves secuelas sociales y ambientales.  Según el plan al 2015  del Gobierno Federal, se prevé la construcción de 494  represas, lo que implicaría la expulsión de 850 mil personas  más de sus tierras.

Congreso / Encuentro

Durante la semana del 9 al 13 de junio el Movimiento de Afectados por las Represas (MAB, por sus siglas en portugués) realizará su V Congreso / Encuentro, que se desarrollará en la Universidad Nacional de Brasilia, con la finalidad de definir  la actuación del MAB en los próximos 3 años, reforzar la  organización de base y su articulación nacional e  internacional, al tiempo que busca articularse con otros  movimientos y organizaciones que combaten al neoliberalisno. 

  

   También es una buena oportunidad para lanzar su propuesta de  modelo energético para el país.


MAB
El MAB nació en marzo de 1991, durante el I Congreso Nacional  de Afectados por las Represas y tiene como finalidad  contraponerse al modelo energético establecido y busca  construir la organización de la lucha de resistencia y de  transformación de esta realidad.

El MAB tiene como banderas de lucha el estar en contra de la  construcción de represas hidroeléctricas; Por la garantía de  los derechos de las poblaciones afectadas; Por la construcción  de un nuevo modelo energético; y contra el modelo capitalista  neoliberal y por la construcción de un Proyecto popular para  Brasil.

El movimiento se ha organizado y consolidado en 5 regiones:  Sur, Sudoeste, Centro-Oeste, Norte y Noroeste.  Trabaja en  todas las regiones desarrollando luchas, movilizaciones y  actividades de formación.

 MAINSTREAMING GENDER IN WATER MANAGEMENT

UNDP in collaboration with the Gender Water Alliance (GWA)

We are pleased to announce that the Gender and Water Resource Guide: Mainstreaming Gender in Water Management is now available as a user-friendly interactive web version. See  http://www.undp.org/water/genderguide

The Resource Guide has been developed by UNDP in collaboration with the Gender Water Alliance (GWA) and SIDA. UNDP and its partners will aim to continually update the guide in order to keep abreast of new materials, information and concepts.

The Gender and Water Resource Guide has been developed to assist development practitioners in mainstreaming gender within the context of integrated water resources management (IWRM). The mainstreaming of gender is critical to reach the Millennium Development Goals as well as the Johannesburg Plan of Implementation. The resource guide consolidates available materials and gives a quick guide to accessing existing information.

We would appreciate if you can disseminate the Resource Guide throughout your networks. We are inviting your comments on the Resource Guide so that we can make future versions even better.

 NOMINATIONS FOR THE 2004 STOCKHOLM WATER PRIZE

 September   30, 2003.

 


Nominations for the 2004 Stockholm Water Prize -- which can be presented for excellence in water action, water awareness building, water management or
water science -- are now being sought and will be accepted until September
30, 2003.

Eligibility for the $150,000 Stockholm Water Prize is open to individuals, institutions, organisations and companies for outstanding achievements that increase knowledge of water, raise understanding of the many faceted aspects of this precious resource, and protect its usability and availability for all life.


Previous Prize Laureates have represented many water-related disciplines - including academia, education and research, development aid, engineering and law - and have come from Australia, Canada, Denmark, Germany, Great Britain, India, Israel, Japan, South Africa, Switzerland, the United States and Venezuela.

 INTERNATIONAL YEAR OF FRESH WATER 2003  CHAMBÉRY DECLARATION ON "FORESTS & WATER " INTERNATIONAL WORKSHOP ON FORESTS AND WATER, CHAMBÉRY”

France, 5 and 6 June 2003

Background

Supplies of fresh water are unevenly distributed and increasingly in demand. Sustainable forest management is considered a key to water resources management in particular and to upland resources development in general. It is tightly linked to watershed development. Forested catchments supply water for domestic, agricultural, industrial and other needs in downstream areas. Forests and forested watersheds play essential roles in sustaining and protecting water supplies. Well-managed forests have a direct impact on the quality of water yields from watersheds and on the regulation of flows. They also mitigate the effects of soil mass movements, rockfalls and avalanches and contribute to soil erosion control, and consequently to reducing downstream sediment transfers. All these forest services related to water may be better identified within a watershed framework, linking upstream and downstream areas. Although forest and water resources are inextricably linked, they are rarely managed in an integrated way.

A growing number of factors influence forest and water resources, including: climatic variability, local- or larger-scale pollution and fires, deforestation and changes in land use, demographic trends, conflicts, market and short-term economic factors, the development of infrastructure and tourism, insufficient participation of local actors, lack of political vision, and shifts in societal expectations.

Objective

The Workshop brought together foresters, hydrologists, researchers and practitioners, planners and policy makers, and other stakeholders to share and mutually learn from ongoing activities of integrated forest and water resource management. Participants adopted the present Chambéry Declaration with a view to reinforcing collaborative and supportive mechanisms among all related actors in the sustainable management of forest and water resources, taking into account international initiatives related to forests and water. These include the ‘Shiga Declaration’ (Japan, November 2002), the FAO European Forestry Commission Working Party on the Management of Mountain Watersheds and the establishment of an FAO entity on Forests and Water, the Third World Water Forum (Kyoto, March 2003), the International Union of Forestry Research Organisations (IUFRO) Task Force on Forests in Sustainable Mountain Development, and the UNESCO International Hydrological Programme.

Recommendations

A major conclusion of the Workshop is that continuous and determined efforts are needed to integrate the management of these vital resources for sustainable development.

In order to reach such an objective, participants highlighted the following:

1.       The watershed perspective is best suited to achieve this integration, which often implies the need to overcome administrative and political divisions and compartmentalisation.

  1. Participative and cross-sectoral mechanisms, as well as exchanges of experiences, are needed to provide beneficial interactions among stakeholders.
  2. The full value of water-related services derived from the management of their forests by owners (private and municipal) and local populations should be recognised.
  3. It is critical to develop and implement national and sub-national policies, programmes and strategies for integrated management of forest and water resources. Such policies and strategies could benefit from international initiatives such as those referred above.
  4. Solidarity among countries in this area should be developed in the financial, technical, educational and training fields.
  5. Relevant data should be made available to facilitate assessment of the results of ongoing initiatives. Pilot sites, such as those identified within the joint UNESCO-World Meteorological Organization (WMO) Hydrology for the Environment, Life and Policy (HELP) initiative are effective means to these ends.

 COALITION LAUNCHES EUR 30 MILLION STRATEGY TO PROTECT WEST                            AFRICA'S COASTS AND SEAS                                                                                         Dakar, Senegal, 16 June 2003

Dakar, Senegal, 16 June 2003 (IUCN) - Six West-African countries and fifty conservation, research and development organizations have agreed to work together on marine and coastal conservation at a high-level conference in Dakar, Senegal last Friday.

Ten Ministers of Environment and Fisheries from Cape Verde, Gambia, Guinea, Guinea-Bissau, Mauritania and Senegal approved the new 'Regional Strategy for Marine Protected Areas in West Africa', which will lead to a wide array of actions at a cost of EUR30 million over five years. 

"Our regional marine biodiversity is extremely threatened, particularly so given the current overexploitation of our fisheries. This Strategy will allow everyone in the region to address this issue and implement urgently-needed remedial measures", said HE Ahmedou Ould Ahmedou, Minister of Fisheries for Mauritania and current President of the Subregional Fisheries Commission (SRFC).

The goal of the Strategy is to improve the management of marine and coastal resources to optimise their contribution to social, economic and environmental security, sustained livelihoods and biodiversity conservation.

"All partners share the same vision and principles for achieving sustainable development and biodiversity conservation in the coastal zone. This will now allow efficient, cost-effective and highly beneficial synergies and exchanges of information among tens of different institutions responsible for managing resources over 3,500 km of coastline" said Pierre Campredon, Executive Secretary of FIBA and leader for the production of the Strategy.

Approximately 60% of the 22 million people in the six countries of West Africa live on the coast and depend mostly on fisheries. Fisheries in Mauritania for example make up 12% of its GDP and 50% of its foreign exchange earnings. Fish also contributes directly to more than 60% of animal protein intake in the region.

Overfishing along the West African coast threatens local livelihoods and biodiversity, exacerbated by the destruction of fish spawning areas on the coast. To protect invaluable fish stocks, several Marine Protected Areas (MPAs) have already been established along the coastline by West African states, chiefly state members of the SRFC.

These areas preserve some of the coast, but the protection and replenishment of fisheries resources and biodiversity in the West African subregion requires much larger efforts.

The coalition will work on key recommendations of the World Summit on Sustainable Development (2002) and the New Partnership for Africa's Development (NEPAD), mainly to establish an efficient network of national or transboundary Marine Protected Areas, to restore fisheries to sustainable levels, to preserve the know-how and cultural heritage of local communities, and to develop ecotourism.

The Strategy is the result of intense collaboration between IUCN - The World Conservation Union, the World Wide Fund for Nature (WWF), Wetlands International, the International Foundation for the Banc d'Arguin (FIBA), UNESCO and the SRFC.

Another fifty organisations have pledged active support to its implementation. Representatives of scientific institutions, governmental agencies and international development organisations agreed to provide broad technical and financial support towards implementation of the Regional Strategy. 

All participants agreed that the Strategy provides a totally new and concerted framework that gives donors' investments a much higher coherence, efficiency and visibility.  "Such a practical framework is most welcome and comes at a time when donors want to establish clear partnerships amongst themselves to support regionally-agreed priorities for conservation and sustainable use" says Mr Huub Buise, Chief of Cooperation for the Royal Netherlands Embassy and Chairperson of the meeting.

Participants agreed on a final statement, which calls for overall support towards further development of the Regional Strategy. The Communiqué is available from the IUCN website (www.iucn.org).

ANALIZA SENADO CREAR UNA PROCURADURÍA GENERAL DEL AGUA ANTE PROBLEMA DE ESCASEZ.

El Senado de la República analiza crear una Procuraduría General del agua, tener tribunales en la materia o realizar una reforma constitucional para resolver el problema de la escasez del vital líquido. Así lo informó el presidente de la Comisión de Recursos Hidráulicos del Senado, Ulises Ruiz Ortiz, quien dijo que para resolver el problema del agua no basta con la Ley de Aguas y se debe hacer un esfuerzo más ambicioso para lograr un marco normativo que enfrente este reto
Ruiz Ortiz se reunió con integrantes de la Comisión Mexicana de Infraestructura Ambiental, a quienes explicó las reformas realizadas a la Ley de Aguas Nacionales y que fueron aprobadas por el Congreso de la Unión. En el encuentro, realizado en la Torre del Caballito, el senador priísta dijo que esta ley es una de las pocas que, por tener una importancia crucial en el desarrollo de México, no fue politizada, pues se dejaron de lado los intereses de los partidos y se trabajó para generar cambios
Indicó que todavía falta que las reformas sean publicadas por el Ejecutivo Federal, "pero trabajamos en ello y esperamos que, gracias al proceso amplio y profesional, no tenga ninguna objeción, aunque dichas reformas es sólo un principio". Precisó que el Senado ya trabaja para reformar otras leyes que generen integralidad en la administración del agua, y se estudia "la posibilidad de tener una Procuraduría o subprocuraduría General" en materia de agua".
A su vez, el asesor de la Comisión de Recursos Hidráulicos, Eduardo Mestre, sostuvo que en México hay graves problemas por la sobreconcesión del líquido, pues de los mantos acuíferos se extrae más de lo que la naturaleza recarga, lo que coloca a México en una situación peligrosa. Afirmó que en México la del agua es una crisis de gobernabilidad, pues "no contamos con las bases para distribuir adecuadamente el agua, lo que se debe, en buena parte, al crecimiento de la población y la mala planificación. IRC International Water and Sanitation Centre has been producing a newsletter in English and French since 1968, from  1998 as Source Water and Sanitation News service with the Water Supply and Sanitation Collaborative Council (WSSCC). Source http://www.irc.nl/source/index.php - is also published in French and Spanish. We have assisted some of our partners in establishing their own newsletters.

 At the WIS 6 we will be holding a working group meeting on water and sanitation news services. Planned outputs from the workshop include:

-     an overview of promising trends, tips  and tricks in news selection, writing and publishing water periodicals

-     guidelines for developing country-based news services

-     advice on continuation  of a collaborative platform in the future.  

 Other topics for discussion include balancing of electronic versus paper distribution, language problems, interaction with readers, technology interfaces, financing, and promotion.

 We hope to use the outputs of WIS 6 as material for further discussion and possible collaboration in our community of practice.

 SECURITY AND ENVIRONMENT IN THE MEDITERRANEAN - CONCEPTUALISING SECURITY AND ENVIRONMENTAL CONFLICT

I would like to draw your attention to a new major book on: Security and Environment in the Mediterranean - Conceptualising Security and Environmental Conflict  edited by  H.G. Brauch – P.H. Liotta – A. Marquina – P. Rogers – M. Selim that has been published in June by Springer Publishers in  Berlin – Heidelberg – New York – Hong Kong – London – Milan – Paris – Tokyo . The book has two forewords by the Secretary General of NATO, the Hon. Lord Robertson, and by the Secretary General of the League of Arab States, the Hon. Two additional chapters by Hans Günter Brauch discuss the role of water scarcity, water cooperation and conflicts in the framework of the first three phases of the social science research on environmental security and the role of water in a fourth research phase on Human and Environmental Security and Peace (HESP).

In this book 55 authors from 22 countries from Europe (Croatia, Denmark, Finland, France, Germany, Greece, Italy, Netherlands, Norway, Poland, Spain, UK), North Africa (Algeria, Egypt, Tunisia), Asia (China, Israel, Ja­pan, Jordan, Turkey) and North America (U.S.A and Mexico) focus on a wide range of security and environment linkages from perspectives and disciplines of the natural and social sciences

Security specialists, peace researchers, environmental scholars, demographers, climate, de­ser­tification, water, food and urbanisation specialists from the Middle East and North Africa, Eu­ro­pe and North America review security and conflict prevention in the Me­di­terranean, ana­lyse NATO’s Mediterranean security dialogue, offer conceptualisations of se­curity and per­cep­tions of security challenges as seen in North and South. The latter half analyses en­viron­men­­tal se­curity and conflicts in the Mediterranean and envi­ron­mental conse­quences of World War II, the Gulf War, the Balkans wars and the Middle East conflict and examines factors of glo­bal environmental change: popula­tion growth, climate change, deserti­fication, water scarcity, food and urbanisation issues as well as natural disasters. It draws conceptual conclusions for a fourth phase of research on human and environmental security and peace as well as policy con­clusions for cooperation and part­nership in the Mediterranean in  the 21st century.

The book has been published as the first volume of the new scientific Hexagon Series on Hu­man and Environmental Security and Peace (HESP), as well as volume 16 of the Collection STRADEMED (Strategy and development in the Mediterranean).

MESA REDONDA PARA LA PREVENCIÓN DE

LA CONTAMINACIÓN EN MÉXICO.

México DF, 19 de Junio de 2003.

  

La Mesa Redonda para la Prevención de la Contaminación en México (MRPCM) es una organización creada en enero de 2000 que tiene como misión difundir y promover este concepto, el cual además de mejorar el desempeño ambiental y la productividad, genera beneficios económicos importantes para las empresas.

 

La MRPCM llevará a cabo su 4to Evento Nacional en la Cd. de Guadalajara del 1 al 3 de octubre del presente año. En éste se tratarán temas de gran importancia asociados a la Prevención de la Contaminación (PC) dentro de los 6 diferentes paneles: Prevenir la contaminación es un buen negocio; Políticas que impulsan la prevención de la contaminación; Desarrollo de capacidades técnicas para prevenir la contaminación: educación y capacitación; Las herramientas para prevenir la contaminación; Financiando proyectos que previenen la generación de contaminantes y; Cooperación regional para prevenir la contaminación. En esta ocasión la MRPCM será anfitriona además de la reunión “Prevención de la contaminación y manejo adecuado de sustancias químicas: retos y oportunidades” y una reunión trinacional (México, Estados Unidos y Canadá) sobre sistemas de administración ambiental que organiza la Comisión para la Cooperación Ambiental de América del Norte. El evento consta de talleres y conferencias impartidos por expertos y prestigiadas personalidades nacionales e internacionales.

 

Es por ello que por este conducto tenemos el agrado de invitarlo a participar en este esfuerzo.
